I think the camera was level.  Steptoe Butte is steep!  There's a paved road to the top, but it's pretty scary, especially when you meet a car going the other direction.

And, of course, since Steptoe Butte is the highest point in its (rather large) neighborhood, there is a cluster of towers festooned with antennas.
